Frequency is a universal metric for all brands and campaigns, but the optimal number varies by goals, media environment, and audience behavior. In today’s fragmented, privacy-first landscape, managing frequency is more challenging and essential than ever. To stay ahead, marketers and agencies should combine a cross-channel strategic approach with an intra-channel tactical approach.
Ad Frequency 101
Ad frequency is a measure of how many times a given ad is displayed to a consumer – over a given period of time – across channels, platforms, and devices.
In an ideal world, frequency would be controlled and coordinated across media dimensions – platforms, channels, devices – and within each dimension. A holistic approach moves beyond simple caps, enabling strategies that capture attention, build memory, and drive action without causing ad fatigue.
But in reality, this balance is rarely achieved. Ads are often repeated too frequently, leading to frustration and a poor consumer experience – we refer to this as “Negative Reach” in this article.
Why Does Frequency Matter?
Omnicom Media explored Negative Reach through an Omnicom Media Signal pulse study focused on streamers, who now make up 96% of U.S. households. Our research identified key findings on how consumers perceive ad frequency.
The issue of excessive ad frequency impacts all channels, but streaming and social media are perceived as the worst offenders.
Consumers are relatively unbothered (76%) by seeing the same ads or brands across different platforms. However, they are very frustrated (43%) by repeated ads in a single sitting on the same platform.
Consumer frustration can have real-world implications for brands. Over half of consumers tell us they are willing to pay a premium just to avoid seeing the same ads on the same video streaming service.
Frequency’s Evolving Practices and Persistent Challenges
Today, media fragmentation and privacy regulations have made accurate frequency management more difficult, forcing marketers to rely on modelled estimates. There are three forces at play governing frequency management today:
- Government and Self-Imposed Privacy Regulations & Requirements: Data availability and frequency signals are increasingly limited due to evolving privacy regulations and the continued data lockdowns by major media platforms.
- Technological & Infrastructural Evolution: Consumer media consumption has shifted from primarily desktop to a wide range of devices, while the identity landscape has become increasingly fragmented.
- Platform Incentives: Media companies operating as walled gardens create siloed buying and measurement environments that offer advertisers powerful tools and scaled audiences but limit holistic frequency insights and cross-platform control.
Managing Frequency Within & Across Platforms
Frequency requires the combination of both a cross-channel strategic approach and an intra-channel tactical approach.
- Cross-Channel Approach: Combine data from linear, digital bid streams, and direct partner integrations into one ecosystem to plan and measure media more effectively. At Omnicom, we’ve built these data pipelines into Omni. Our teams plan holistically across linear and digital environments, then measure media performance across channels in cleanroom environments such as Amazon Marketing Cloud. When activating, we recommend pushing through biddable platforms to leverage impression-level signals. This includes running upfronts, CTV, and retail data through DSPs where possible.
- Intra-Channel Approach: Tie frequency optimizations to business outcomes and upper-funnel brand health metrics and connect these back to thresholds by journey stage. For example, branding campaigns may consider more aggressive frequency caps, and lower-funnel campaigns may need higher frequency but more creative rotation to avoid ad fatigue.
Shaping the Future: Omnicom Media & Industry Collaboration
Omnicom Media is working with partners and industry bodies to create positive, industry-wide change, including accountability and transparency in frequency management through key initiatives:
- CASA (Council for Accountability and Standards in Advertising): The 2025 update expanded evaluation of frequency tools across five pillars, including advertiser control and platform coordination.
- ANA’s Aquila Project: In partnership with major platforms, Aquila aims to deliver deduplicated, privacy-safe reach and frequency data, with ongoing industry trials.
These efforts move the industry toward standardized, transparent measurement across the consumer journey. To help us in shaping the future, join one of our working groups and begin collaborating today.
Conclusion: Balancing Precision and Privacy
Managing ad frequency today means balancing precision and privacy. Deterministic control has shifted to modelled, data-informed decisioning, but the goal remains: maximize effectiveness, minimize waste, and respect the audience.
Omnicom Media is guiding this evolution with technology, data, and partnerships. There’s no magic number to frequency, but there is a right approach. Omnicom Media brings the expertise, infrastructure, and foresight to guide our clients through every turn.
